1. RULES

       1.1   The regatta will be governed by the rules as defined in The Racing Rules of

               Sailing.

       1.2   US Sailing Performance Handicap Racing Fleet (PHRF) Rule will apply to all

               monohull and multihull sailing yachts.

       1.2   No national prescriptions will apply

 

2.  ADVERTISING

        2.1   Advertising will be restricted to Category A.

 

3.  ELIGIBILITY AND ENTRY

        3.1    The regatta is open to all boats with a current or established PHRF rating.

                3.1.1   Two spinnaker PHRF fleets will be established with a split at PHRF 91

                3.1.2   A Jib and Main Fleet will encompass all PHRF ratings. 

        3.2    Eligible boats may enter by completing the attached form and sending it

                 together with the required fee to:  Frank Fitus

                 by June 12, or register in person at the State Dock Pavilion June 19th from

                 1130 hours until Skipper's Meeting. 

 

4.   FEES 

         4.1   Entry fee is $30 or $25 for US Sailing members (valid membership card

                 required)

         4.2   Registration following the Skippers meeting will be considered late with

                  a fee of $35

 

5.   SCHEDULE

         5.1    Skippers Meeting at 1200 hours EDT at the State Dock Pavilion.

         5.2    Start of the single race: 

                      Warning signal:  Spinnaker Fleet  PHRF 91 and lower will be at 1400 hrs

                      Warning signal:  Spinnaker Fleet PHRF higher than 91 will be at 1405 hrs

                      Warning signal:  Jib and Main Fleet will be at 1410 hrs.

6.   SAILING INSTRUCTIONS

          6.1    The Sailing Instructions will be available at the time of registration on site or

                   at the Skippers Meeting.

 

7.   THE COURSES

          7.1   Spinnaker fleets:  A single race incorporating a four leg windward-leeward

                  course. The length of each leg will be approximately 2 miles or less.

           7.2   Jib and Main Fleet:  The single race will incorporate an approximately 7 mile

                  triangular course.  The first leg will be the windward leg of the spinnaker fleet.

           7.3   The direction and placement of marks and course length will be determined

                   based on the wind direction and velocity on race day.

 

8.   BERTHING

           8.1   Available at East Tawas State Dock (approximately 150 slips and protected

                   mooring) and at the Tawas Bay Yacht Club to the extent space is available.

9.    RADIO COMMUNICATION

          9.1    Radio communication utilizing Channel 72 may be used by the Race

                   Committee as outlined in the Sailing Instructions.

          9.2    Except in an emergency, a boat shall neither make radio transmissions while

                   racing nor receive radio communications not available to all boats.  This

                   restriction also applies to mobile telephones.

 

10. PRIZES               

         10.1   Awards ceremony at approximately 1930 hours at Tawas Bay Yacht Club.

         10.2   Awards to be presented to yachts placing first through third in each fleet.

                   LHYA flags will be awarded to the highest placing LHYA member of each

                   fleet.

          11.1   Dinner will be available in the TBYC dining room. The bar will be open

                    upon completion of racing.

I recognize that PHRF’s sole purpose in rating a boat is to estimate the relative speed between boats, and to assign handicaps accordingly.  I understand that the assignment of a rating for my boat by PHRF does not in any way constitute a representation or warranty by PHRF that my boat is designed, maintained, equipped, crewed, rigged, or operated in a manner that is safe and seaworthy for the races I may enter using the handicap. I recognize that it is my responsibility for the safety of my boat and crew in the wind, water and other environmental circumstances encountered while using the boat.

 

In consideration of being granted a rating by PHRF, and in your acceptance of my race application, and recognizing that PHRF neither inspects nor measures boats prior to issuing handicaps, I hereby affirm that I have examined all available information relating to the design and equipment of my boat and certify that is seaworthy and meets all other requirements of PHRF bylaws, USSA and USCG regulations, and all other regulations relating to the race I enter.  I acknowledge that it shall be the sole responsibility of the skipper and crew of the boat to determine whether or not to start, continue or finish a race.  The undersigned, for the total crew and guests and for the representative, executors, heirs, successors and assigns, in consideration of being permitted to enter the scheduled race, and being fully knowledgeable of risks associated with the participation in these regattas, and do for myself, my personal representatives, heirs, assigns, guests, and crew, hereby wave all claims as may occur to me or to them against any and all organizations or persons involved in the sponsorship or organization of this event, including but not limited to the Tawas Bay Yacht Club, officers, directors, employees, agents, and race committee, arising out of participation of the above yacht at any event, or arising from any recent activities sponsored or governed by said clubs and organizations. The owner or captain of each boat shall be fully responsible for the action and safety of the crew and guests, and it shall be the responsibility of each skipper to advise the crew and guests of the comments of this agreement.
